Someone currently serving on the board of the ambulance service allegedly has a documented history of hostility. During a recent board meeting, James Bowling appeared withdrawn and dismissive toward the public. “This board doesn’t answer questions” was a near-direct quote from him. That was in response to multiple public concerns most notably from a grieving widow who lost her husband while the only ambulance was out of district. Her need was simple: Would the ambulance stay in district when it’s the only one on shift?
She deserved an answer. But she got silence.
Later in the same meeting, another woman echoed that concern. Now that the kitchen was, she asked if they’d stop leaving the district just to grab meals. Again, no clear answers, no accountability.
But what disturbed us most came straight from James Bowling’s own mouth. Referencing a board member who had recently resigned, Bowling discussed reaching out to “compile the meeting notes,” followed immediately by this direct quote:
“We can destroy the recording as the KRS allows says we can.”
No, you can’t.
Recordings made during public meetings are subject to the Kentucky Open Meetings Act. Per KRS 61.805–61.850, any recording of a public meeting once created, becomes a public record and is governed by Kentucky’s public records retention laws.
That includes audio and video. That includes this meeting. And that means you cannot destroy it just because you took minutes.

This video has been pulled from Facebook to preserve its integrity, but we will be rolling out excerpts to highlight the most pressing concerns raised in that meeting.
